Folks -- there has been a superhighway bulldozed parelling Zoni Beach for a large development. There is also two other huge developments underway -- one behind Genesis grocery store and one spanning from Punta Aloe all the way over to the west side facing Vieques. The current administration promised no development under his reign, but apparently he also promised the developers they could rape and pillage during his term.

The Spanish version of the new Mayor's Territorial plan can be downloaded and viewed at http://www.theculebracalendaronline.com and click on the New Land Plan. Jim is working on an English translation.

In the meantime please write letters expressing your dismay to the Presidente of the Environmental Quality Board (the agency reviewing the Plan), Carlos Lopez Freytes

Hi Admin,...I saw clearing over to the left heading to Zone this past March..and we wondered what was going on...also was concerned about a development behind  La Romana. I called a friend who has lived there a LONG time and she had not heard a thing...but wondered what was going on..under further investigation, I came upon this web site  posadadelcoronel.com....is this for real???  Look at the photos on their web-site of land stripped away..this isn't right!

PR Planification has an interactive site.  Just keep clicking on the Culebra location on the map to zoom into a satallite view with dots indicating permit applications and such.

Doubtless, there is plenty to worry about, but if I understand it correctly (and my Spanish is too weak to understand the site), permits are needed for any significant repairs or additions.  Is there a way to separate the diagram's indication of that from problem construction that further taxes Culebra infrastructure and environment?  Scary results from large, unmitigated projects, but I'm not sure showing locations of every permit focuses on the problem. Hillman, can you educate me?

Believe it or not the clearing is not just the muddy road beginning
on the left but the white sand clearing spots in front of the lagoon.

A proposed plat map indicates 7 lots on the strip between the lagoon
and the beach. That would interfere with the hydrological exchange
of the lagoon, wetlands, and ocean. and they want to pave it!
