Hi,
I wanted to know if the ferry brings passenger's with luggage as well or would I have to take the plane to Culebra? I like the idea of being on the boat so let me know.

Yes, you can bring you luggage on the passenger ferry!!! It's cheaper (the airlines have weigh limitations as well), and a great way of getting to Culebra!

Thank you! Is Fajardo another city so I have to make arrangements to get there? My plane is coming into San Juan.

yes, Farjardo is about an hour drive from San Juan -- a taxi ride should be about $65 from the airport.
